I have osx 10.1.5 downstairs, pc windows xp upstairs and a Belkin router in the hall! The pc can see the mac and take files from it but the mac cannot see pc and the printer does not share.

Both computers show on Belkins ip adress. Phoned Belkin who say the computers must be networked but they won't help with the mac. I have exhausted all possibilities, i have allowed acces everywhere! Could I need a new cable do you think?
 
Mac OS X 10.1.5, AFAIK, does not support browsing of Windows shares, meaning you won't be able to "see" the Windows computers/shares, but you can still connect to them.

Try using the "Connect To Server" command, and enter "smb://<IP address of Windows computer>/<Share>", so if the IP address of the Windows computer was 1.1.1.1 and the share name was "C$", you would use:

smb://1.1.1.1/C$
