No, that screen is a new user setup. As you say, it's as if you are a new user starting a new Mac for the first time. The system doesn't have a password at that point, and it's simply asking you to supply a new password for you to use from then on. Anything that you want to enter there (in both blocks) is your new account password. You CAN also choose not to enter any password, leaving that entry blank.

Do you have reinstall/restore disks for your Mac?

Does that 'Continue' button stay grayed-out (not available yet) - or is it just not clickable? Have you tried simply pressing Return or Enter at that time?

tried alll of that still dont work and yes its grayed out, not clickable, left it empty non empty still nothing not able to go beyond that point

There's a simple fix, then.
Boot to your installer disk, and install OS X using the Option to Archive & Install.
If this is a new Mac, or one that you have just purchased, and you are now trying to remove the existing account - you should reinstall anyway, with a full erase and install.
You don't know what the previous owner might have 'left' for you....

its not a new mac, its like 10 years old, i did something in single user mode to make it think its a fresh install andnow its all broken,

and i got a disk it dont boot, gives me a error to restart the pc everytime i hold c at startup when i want to boot from cd
