Just My Experience
After upgrading 3 systems to Panther, and upgrading RAM in 2 (from 256 to 768 MB), I have seen faster boot from all systems (Panther helped the most, but adding memory also lowered total boot times even more!) The time to video on was not affected at all, which is different from Jaguar and before. This is not what I expected, as I thought that the initial boot process is totally determined by hardware, but I guess not. (I like it, just don't understand why that happened)
