New to Mac (iBook), will not boot, please help

Hello,

I am new to Mac. I just got a used iBook (M8413) that will not boot.
Upon getting it I clicked the 'On' button and it went on played a little 'music' and got stuck somewhere while loading. I then pushed the 'Reset' button and since then it's been 'Dead'.
These are the problems I have:
1. I cannot really tell if it is on or not. I push the 'On' button but there is no light or anything that will tell if it is on.
2. I cannot tell if it is charging. I keep trying to plug it in to the power but there is no way to tell if it really works...

Please help...
 
Quick update:

I know that the charger is working and that there is power getting to the computer. However, the part that links the wire itself to the connector on the computer's side is sort of falling apart between the wire and the connection.

Don't know if that helps, but maybe...

What happenes when you insert the panther DVD and first press apple+option+powerbutton (= restarting the system) and then hold the key "C" pressed. Does the apple installer show up?
 
You can be sure the iBook is off by unplugging the power adapter and removing the battery temporarily(turn the slot/screw on the bottom with a coin).

The battery may not have enough charge to boot.
You can check the 'charge' on the battery by pressing the small button on the bottom. You will see up to 4 lights next to the button on the battery. (Or none if the battery is flat)
When you plug in the charger/adapter, you should see a 'ring' light up where the wire plugs into the ibook. In normal operation, it will be green for a few seconds, and then change to yellow or orange (indicating charging). If the light flashes when the connector is touched or gently moved, then the connector is faulty. Could be the adapter (the wire), or the internal connector, or both! quickest way is to take this to an Apple dealer, and test with a known good adapter. You could also have a bad battery, but you should still be able to use the iBook if the power adapter is working.

Where did you see that range? - the support page lists UV117XXXXXX to UV342XXXXXX, which would include your UV211xxxxx.
However, you will find out that program is no longer available, unless you can absolutely prove that your iBook was originally sold LESS than 3 years ago, and that would mean that very few would still qualify. if you think you have special circumstances, you can call Apple customer relations, and state your case. They might make an exception. Or, you can get the iBook repaired under Apple's flat rate repair. Ask at an Apple service provider. Cost you $300 - $400, and you can get any warranty-normal repair included for that same amount, assuming no visible damage, and just hardware failures.
