New User Profile issues-Locked files

I was forced to create a new user/admin profile for my mac osx Leopard because I was having permission problems.

Now the new user profile can't save files because everything is locked!

Can anyone help with this?
 
What did you do when you noticed the permission problems?

If the 'everything' includes all files of the other user, then that is exactly the way it should be. All files of one user belong to that user (unlike in Windows).

If 'everything' included some other scenario, please tell more.
