What? Launch System Preferences->Network, highlight you connection (with the green dot) then click Advance. You will then be able to do whatever you want to your TCP/IP.
 
What command in Windows are you looking for that would be equivalent in Mac OS X?
 
If you're looking for the equivalent of "ipconfig /release" followed by "ipconfig /renew" then you can do this in the Network pane of the System Preferences, under the "TCP/IP" tab of the Advanced settings for your network adaptor... look for "Renew DHCP Lease".
