Old HD in new Macbook does not boot

My Macbook recently broke down (it appears to be an 'unfixable' logic board problem). I bought a new Macbook and replaced the new HD with my old HD (running Tiger).

Strangely, it does not boot into OS X. The Macbook starts with the grey screen, rings the Mac chime, and after a few seconds (without displaying the Apple symbol), it goes back to a black screen. After a few more seconds, the grey screen comes back on, and the cycle repeats. Holding the SHIFT key fails to boot it in Safe mode.

Using the install CD, I ran disk repair several times. It tells me the disk is fine. Also, using the Terminal, I was able to back up my data and had no problems accessing the disk. I do not have the Tiger CD at the moment (only the Leopard which came with this Mac), and so I'm unable to re-install the OS.

How do I get it to boot into Tiger?
 
On Macs they will not boot older versions of OS X before the version that came with it.
 
Nope.

You can simply use the Mac OS X Software Install/Restore disks that came with the MacBook to either perform an Archive & Install or an Upgrade Install that will both preserve your applications, data and user accounts and bring you up-to-date with the operating system.

Keep the old hard drive in the MacBook, then boot from the Install/Restore DVD. It should be self-explanatory from there (read all messages that pop up on the screen) to perform either of those operations, but if not, post back and we can walk you through it.
