Osx 10.2.8 Help please I cannot drag icons at all

I downloaded the most recent security updates from mac.com and after doing so I can no longer drag icons at all. I cannot drag something to the trash, or drag files from one folder to another. The icons simply will not move at all. I am thinking about just formatting my hard drive and reinstalling osx but I will consider that to be a last resort. Can anyone help out at all?
