I have an emac. Here are my specs:
Machine Model: eMac
CPU Type: PowerPC G4 (3.3)
Number Of CPUs: 1
CPU Speed: 1 GHz
L2 Cache (per CPU): 256 KB
Memory: 256 MB
Bus Speed: 133 MHz
Boot ROM Version: 4.6.4f1
Serial Number: YM348639PPB

I am getting ready to order OS X.4 Tiger to install but want to make sure I can do this before I order it. I realize this is a temporary fix until I can afford a new mac, but it appears newer software all requires 10.4. I currently have 10.3.9. Do I have the correct specs to install 10.4?

You need to double your RAM at the very least. However, I would recommend that you ought to buy as much RAM as you can up to the maximum that your computer will accept.

It's good reason to upgrade to 10.4
You'll be able to run a lot more newer software, at least for a while.
As MisterMe recommended, upgrading your RAM memory is a Good Thing™

Your eMac takes PC-133 SDRAM, and you can install up to 2 x 512 MB memory cards for a maximum of 1GB.
