Yes, definitely. Each user you set up has a home directory (a la Unix) which contains:
- Desktop... All their desktop files
- Documents .... documents you want to keep to yourself
- Sites ... for web pages
- Public ... documents you want to be able to share with others
- Library ... all your user preferences are kept in here, inclusing dock icons and screen savers
The default setup of OS X usually just asks you to create an account and will automatically log you in to this account. All you have to do to change this is go to System Preferences and select Login to set up how you want to log in, and Users to create and delete users.
There are significant differences to Windows XP, most of them arising out of the Unix structure underneath OS X, but to the average user you won't notice these much. Just note that you cannot log out and leave programs running as you can in XP (for security reasons), but you can add programs to your login-items list and they'll come up every time.
