PC not connecting to AirPort Express

I have recently connected my MacBook Pro to Airport Express via cable modem that used to be attached to my PC. I am trying to connect my PC to Airport Express via a wireless N USB Adapter TP-LINK TL-WN821N. I have loaded up the installation CD for the USB Adapter, however I am still not connected to the internet on my PC and not sure what to do next.
 
Did you power off the modem (for at least three minutes) so the ISP will re-issue an IP, to the new connected device? Also is the Express getting an IP from the modem?
 
Also you may change the type of encryption.... if its set to 128, set it to 40 and see if that helps.
 
I have powered off the modem. Not sure about the IP address, but there is no IP address in the TP Link Current Status window.
