Program to change the pitch of an .mp3

Hi,
Is there a program I can use to change the pitch of an .mp3 file without sacrificing sound quality? Thanks a lot! (It would be best if the pitch was measured in musical terms)

Audacity and Sound Studio will change pitch; however, I believe Sound Studio will only change pitch while affecting speed... so, if you're talking music theory, Audacity would be a better choice.

I opened a normal .mp3 in Audacity, and I went to "Effects" (which contained "change pitch"), but everything was "grey'ed out"..... Help?

It's main claim is to slow down the speed without the changing pitch, but it will also change pitch, with full control of the music speed.
