programs wont work!!!><

i dont know what to do anymore....
just bought this macbook but then i did some
configs then the machine doesnt open programs,,,
even spotlight doesnt work...
it just says
 
Please explain your problem in greater detail, as well as elaborate on exactly what you did when you "did some configs". As it stands now, we do not have nearly enough information from you in order to begin troubleshooting the problem.
