prompted for password when moving files to desktop

I have a mac osx 10.4 with only 1 (admin) user account. When I try to drag any folder to the desktop, it will prompt me for the administrator password. I have checked the security settings in system preferences, and FileVault is turned off. Does anyone have any idea why this is happening, and how I can disable this function? None of the other macs on the network have this "feature" enabled.
 
The password saved file became messed up. To fix it change you password to something simple. Restart then change you Password back to what you want (please make a good security password) then restart again. Once you get back in launch /Applications/Utilities/Disk Utility and "Repair Permissions". It will take a while but it should help because the same happened to me once and it worked for me.
