Public DNS Server using Mac OS X

I'm looking to setup a public DNS Server on Mac OS X but there seems to be an access control list that only allows clients on the local network to be able to do DNS lookups. How can I remote this?

One thing that stuck out at me is the possible ISP restriction -- first and foremost, if you're running some kind of residential internet connection (cable, DSL, etc.), you may want to contact your ISP to see if running a DNS server is even permissible... a lot of residential ISPs block this kind of server (in addition to mail servers, etc.).
