question about time machine

When I used time machine, it seems that HD becomes devoted to only being a HD for time machine, i.e. I can't use it to store other things. Is this the way it's supposed to be?

I can use my Time Machine drive to store other data in addition to it being used for Time Machine -- I simply copy my data to the root directory of the drive, and keep out of the Time Machine backups folder.
