Reoccuring Performance Issues

Hi, I wrote a while ago about poor performance on my late 2008 Macbook Pro 15" unibody. The performance of my mac has been very poor lately. I have installed Cocktail and ran it's as well as running Onyx a few times. Nothing seems to be out of place. I have even talked to an Apple "Genius" which I hate to admit and had no such luck. Included is a screen shot of my Activity Monitor for you to see. Maybe something is causing it but I can not find it. Applications often halt the OS when simply clicking on a link. Seconds later it releases and loads the task.

I have the Macbook Pro 15" 2.4GHz, 4GB Ram, 98GB of available hard drive space. I purchased my laptop in late December of 2008.

If you see anything please let me know. My mac consistently reports that I have 1.4-1.6GB of RAM available but the performance is poor. I am thinking it is a processing issue but I don't know how to check that or to see what could be taking resources except for the activity monitor.

I also have issues with one of the two USB ports locking up on occasion which requires a restart to fix.

After one such incident open the log files (/Applications/Utilities/Console) and see if the latest entry might tell you something.
 
I don't see any errors. I even left it open while I ran some Photoshop work through, the system halted a few times but nothing shows up in the Console. I have also created a second user account which suffers from the same issue.
