I am developing a couple of sites CarbonTracker and CocoaTracker.com right now to help track nothing but OS X (not OS X Server) software.

Great! Let us know their URLs when you get them online.

Is there a central repository for 3rd Party OS X software (including ports)?

I know Linux has http://freshmeat.net/ and FreeBSD has http://www.freshports.org/ for their respective softwares. Shouldn't one be established for OS X?

The software on FreshMeat and FreshPorts can and does overlap. Although FreshPorts is not an official FreeBSD site, it does attempt to provide the most up to date information about ports.

Does OS X have a ports structure such as FreeBSD?

disclosure: I wrote FreshPorts.
