System preferences gone

Over the weekend the system preference folder disappeared from my Macbook Pro running Snow Leopard 10.6.8. I am wondering what is the best approach to getting the system preference page back up and running.
 
Do you mean the actual application? From the Dock or the whole thing from Utilities?

Hard for that to just "disappear" so I suspect it is the former.
