Tabs in Safari

New tabs keep opening in Safari on both my Macbook Pro (10.11.6) and my Mac mini (10.15.2). On both computers I am running the latest version(s) of Safari.

I have scanned for malware (using Malware bytes) and I have Intego's anti-malware software installed anyway.

Does anyone have a potential solution?.

Do new tabs open on its own or when you click on a link?

Have you checked the Safari preferences > Tabs and uncheck all the boxes as well as set the Open Pages to Never ?
