This usually is result of bad DNS settings from you iSP! Change to Google DNS or if you are in different country Public DNS all over the world to get of ISP DNS that's not updated very often!

Why would DNS server affect a forum server rejecting Unicode characters such as emojis in a post?

Using emoji characters from the iOS/iPadOS keyboard causes the error when I post.

Using the forum toolbar emoji button from the new post field toolbar in the forum does not cause it: they are different set of characters.
