I am able to use my mouse and keyboard via a usb hub however i
cannot use these devices direct out of the usb ports on the G4 powerbook
any ideas?

A serviceable, Apple mouse and keyboard should be OK with any USB port, even the finicky ports on the newer PowerBook G4. Are these Apple mouse and keyboard? I'm guessing you get the 'needs more power' message when plugging those in, which would mean that: Your mouse and/or keyboard are defective (try a different one), or, using the external hub is what you have to do...
If a standard mouse or keyboard do not work, and you have tried a different set, maybe you can convince AppleCare to replace the logic board for this reason - if you are still in warranty.

Well first try to Reset the pram but before you do unplug all connected devices. If that does not help you will want to take a look at the Apple Profiler (the left Blue Apple/About this Mac/ when the window pops up select 'More Info") to see if the system is still seeing the USB ports. Also launch the application Console (/Applications/Utilities/Console) and see if the logs are saying something is wrong. I say this because you computer logic board maybe going.
