What is "No Goved" - Regarding Bluetooth and WiFi

Does anyone know what the term "NO Goved" means?

I've noticed it a few times on Bluetooth and 802.11b items. For example 3com has a bluetooth pcmcia card one with the "No Goved" and the other without that label.

This may be a dumb question, but one to which I do not know the answer.

Just a guess, 'not certified for sale or use through government or education contracts' ( No government/educational use) ??? anybody else??
