Will Not Boot When Monitor Is Plugged In...

This is a G4 that used to be fine. Then ????

It's a single processor G4 with an Apple Monitor (thin). When the DVI monitor is plugged into the machine in the stock Apple graphics card the machine will not boot. With the monitor plug in, the red led blinks on the motherboard and the fan seems to get a surge of power in sequence with the led light. But nothing else. If you unplug the monitor, the machine boots up.

But what good is the machine booting up if I cannot get the monitor up too.

If you plug the monitor back in with the machine booted, it powers off immediately and comes to a grinding (not literally) halt.

Whats happening???
 
You likely have either a bad monitor (see if you can borrow a VGA monitor and try that as a test), or a bad video card (you'll be pretty sure if you try that different display - but try reseating the video card in its slot, that could help) or the power supply may be just barely working.
If you have an Apple LCD display with the single connector doing everything, then again, either display or video card are the most likely.
