I don't know if this is a common problem but for me internet on MacOS 9.1-9.2.2 has always been slower than any other OS. With my connection, i can go at a maximum stable speed of about 320k/s, but OS9 seems to cap at 90k/s - 110k/s ?! Is there some tweaks of config changes that can "unlock"...
