Are you running WINS on another box or the OS X Server?
If no that is your problem. Network Neighborhood will not work across subnets without a WINS server.

Do you have a DNS entry for your server. You should not be running DNS rather the DNS server you are using should have an entry for your static IP address.

The server will not do this. All of the Samba Code that does this is only installed on the server. The implementation of Samba on the client will not allow SMB clients to connect to it. It only allows for 10.1 clients to connect to PC's.

Currently there is no GUI that I know of to auto mount any volume regardless if it is Win or whatever. Now I haven't tried it but couldn't you just put an alias to the server in your start items folder? Or what about making a favorite and then go to the log in pane and choose the alias.

The boot option ONLY works provided you partition your drive. Have only one OS installed on each partition. When you boot hold down the option key and "OS picker" will function. It will take some time if you have many drives/systems installed. Really long with a System CD inserted too...
