Mostly it is a hardware related problem such as Diskfailure.
Try to startup from the Tiger installation disc and go to Utilities/Disc Utility.
Check/repair your disc structure / filesystem and file-permissions.
If it's the harddisc it will show up in this programm.

At the beginning of the actual install; the installer also checks for readibility of the OS X Installer Disc in your specific drive. Did you run that all the way through the end without errors??
