i experienced something similar as well. my powerbook Beachballs a lot after 428 (final), it was much faster on 425. and memory is used up almost 100% by simply running safari. what the hell is going on?? 10.4.1 can't come soon enough. not to mention the fact that Spotlight is far from the speed...
you can always use the built-in VPN system in OSX. this is what i used for my school instead of Cisco, and it worked well. i've been using it since Panther.

try repairing permissions, and logging in/out, or restarting your computer. Safari did this to me once and permissions repair revealed that TONS of stuff was mis-aligned. ow, and i'm speaking about Tiger. good luck.

i also need Cisco VPN to login to my school network. however, i got sick of the Cisco client cause it was buggy and unstable. so i started playing with the BUILT-IN VPN client in OSX. now i don't even use cisco anymore. i have a lock-icon on the menu bar that allows me to login to VPN networks...
if you already burnt it from Disk Utils properly and it IS recoqnized as a Mac OSX DVD, but it still gets rejected everytime, try zapping your PRAM. this is what happened to me, my PB keeps spitting the disc out, and Zapping PRAM works.
