What version OS are you running?
I ran into this problem on an old machine running OSX 10.5 and the fix was simple. Opening the Speech Pref Pane and clicking the Calibrate button turned everything on again. Not sure why but it worked, found the solution via Google.

Update: It's some kind of funky behavior with Firefox, maybe the latest nightly, not honoring a 301 redirect.

I used to have the same problem but it's all fixed now.
Another way to edit the file is to download the free TextWrangler from bbedit.com (a free simplified version of BBEdit).
It will allow you to open the file directly (check the show hidden files box).
ACLs will do want you need. Look at TinkerTool System...

It handles them quite nicely and it's not expensive.
Doh...
It's easy. Set the background to black and the color of the document text to white. Print on white paper.
You'll use a LOT of black ink and that much coverage with a solid may saturate the paper and make it curl.
But if it's really important to you give it a try.
I use QuicKeys to make the Home and End keys as well as others work in web browsers or any other app where I want them. There are other keyboard macro programs that can do the same.
