    There are a few options you could try. You can do the correct formtatting for each operating system and then download MacDrive which allows u to access and write to the oS X partition from XP/Vista, and then get Paragon NTFS which allows you to read and write to the XP/Vista partiton.

    Find an OEM OS CD/DVD boot from the disk by holdind down the c key. Go under the password reset utility and you will be able to set yourself a new password. I also would suggest upgrading to the highest version of OS X as you can based upon what iBook you have.

    Have you tried pushing the PMU reset button? That happened to me one time and that fixed it. Make sure you have all the power cord unplugged and then let it sit for about 10mins. Also is it a B&W G3 or an old beige G3.
