Can't confirm this, but depending on how Xcode itself is coded, or rather the updater, an alias could be a problem. I don't know whether a symlink really is the same as an alias on Mac OS X, but I'd try that from Terminal. -> man ln
 
I'm not sure if anbody has already said this or not but doesnt 10.2->10.3 seem like a bigger jump than from 10.1->10.2?
 
i would say no

10.1 and 10.2 feel totally different to me, 10.3 just feels like they upgraded, maybe im weird ;)

as far as my finder, it could definitely be my install, its just the only bug ive found so far...

also when you snap a picture it doesnt hold as good as quality ive noticed as 10.2
