from 10.2.8 to 10.4.7

Depends which OSX CD. To get to 10.4.7 you need a 10.4 disk, either one that came with your machine or a proper retail copy. You can't get from 10.2.8 to any of the 10.4.x family for free.

If you have a newer mac I'd certainly suggest getting 10.4, but if its an older (slow g4 or g3) machine 10.2.8 might be better.
 
Just go and buy a copy of OS X Tiger and then once that is installed go to Apple Downloads and download the latest "Combo" update. The "Combo" update will take you straight to that version number from the base install without having to go through hours of "Delta" point updates.

If you have one copy of 10.4.7, then you can only install that on one machine. If you both wish to have 10.4.7 on your machines, you each need a legal, retail copy (two copies) of the install CD/DVD.
