Bob in my retail Jaguar disk box (yes I still have it) the retail box had a developers disk in the box. I bought this box at Amazon and it was delivered the day Jaguar came out. So it did come with 10.2.
 
Yes, 10.2 did come with the Developer Tools disc, but it doesn't have XCode.

The Developer package
includes the following sub-packages:
- Developer Tools (DevTools.pkg)
- Mac OS X SDK (DevSDK.pkg)
- Developer Documentation (DevDocumentation.pkg)
- Developer Examples (DevExamples.pkg)
- BSD SDK (BSDSDK.pkg)
 
Just to clear up the confusion: pre-10.3, the Developer Tools were named "Developer Tools" or, more commonly, "Project Builder".

Post-10.3, the Developer Tools/Project Builder was renamed to "XCode."

So, XCode is only compatible with 10.3 and later. If you want to run Apple's Developer Tools on a pre-10.3 system, you must locate the older "Project Builder"-based Developer Tools.
