mac os x chimming

My niece sent her computer to me. It won't start, goes to light gray screen on startup, chimes and continues to chime lightly every 3 seconds. Any ideas.
 
When you say "chime," are you talking about the "gong" or "bong" sound that the Mac makes when it is powered on normally, or is it a "beep" that seems to be coming from the inside of the computer?

The former would indicate that the computer is constantly restarting over and over; the latter would indicate some kind of hardware problem -- bad RAM, bad CPU, etc.
 
It is the initial start up "chime?", screen stays blank and repeats the chime every 3 seconds. I reset the pram and anything else I could find on line.
 
Is this a laptop, such as a MacBook?
Is there any possibility of a liquid spill causing damage, and causing the continual reset?
 
Thanks, yes it is a macbook, don't know about liquid spill, but I am unable to boot with disc 1 or any other method. Bought firewire cable to start as target, wont work either.
