Macosx Websharing; Website Not Always Accessible If At All

I activated Personal Web Sharing at port 80 on my PowerBook G4.
My network settings are:
IP Address: 24.16.22.63
Subnet Mask: 255.255.240.0
Router: 24.16.16.1
URL Address: http://24.16.22.63/~sonja/
or
http://www.24.16.22.63/~sonja

I was told twice by a Apple care specialist that he can see my website under my web shared directory. A friend who has the same ISP provider 'Comcast' told me that she can see my website.
But other people like family and other friends who have another ISP cannot see my website.

Why is that?

http://www.24.16.22.63/~sonja is not a valid website address: you cannot put www before the IP address -- just use the IP address by itself.

The first link you posted (http://24.16.22.63/~sonja/) works for me, and I do not use Comcast (I use SBC DSL).

I have another High Speed ISP (other than Comcast) and the first link (http://24.16.22.63/~sonja/) was the only one for me that worked.

Works for me and I have Time Warner Cable's "Road Runner" cable internet.
