Problem when Power was off

Hi

I have a Mac Pro running OSX 10.6. The power went off from the source. Upon trying to turning the computer on when the power back, the computer would respond with only a flashing power light without full recovery (I can hear the fan starting). tried different ways but no success. Any idea what is going on?
