Some Sites Will Not Load/ Internet Security Settings?

I recently moved and had my service switched over to my new house. The very first thing I did when I logged on was updated to the latest OSX security patch. (I am running Tiger.) Now, because of one of those reasons, I would assume, there are certain websites that will not load on any browser, and I get a "timed out" message, or it will say that the site is down, even though I know it is not.

For instance, the main MacOSX.com page will load, but the forum will not. Webcomic Overcompensating.com will not load. And, most importantly, the Aesoponline.com website will not load, which is how I find daily teaching jobs and make my living. (I am currently working from a school computer.) The Aesop tech support suggested that some of my Internet Security Settings have changed, but nothing in Safari's preferences seems to do anything that I need them to. And all "help" does for me is tells me to hit the "bug" button in my browser, so lord knows when THAT would do me any good.

Is there any other way to change my security settings that will allow me to set which websites should be allowed to load, or is this something I will have to take up with my ISP? (Assuming this is not a Mac issue.)
 
Okay, I went to do that and when I clicked on Network in the System Preferences it gave me a locked message that says "Your network settings have been changed by another application." And every time I hit the Okay button to make it go away so I can configure my settings, the same message keeps popping up ad infinitum. So, that's obviously my problem - but how do I figure out which program is doing that and/or how can I get in there to reconfigure my settings and use OpenDNS?
 
Well, it's definitely Number 2, since I know better than to install something I don't know about. (Mind you, it would seem installing the security update from Apple was just as bad.) I've been able to fix the Network Screen Infinite Loop, but switching to OpenDNS has done nothing to help me get to the important sites. I may have to try some of the more drastic things in those links.
