What Is Causing The "error Signing Into Apple Server" On Only One Account?

Now I'm getting confused. You seem to use USER account, and AppleID account interchangeably.

Take me through a normal boot, after you have turned your Mac OFF.
Do you get a login window, where you type your password BEFORE you see your desktop?
How many other accounts (users) do you have available on the login window?
Or, do you have an automatic login, which goes straight to your desktop without entering a password?

Note that none of your USER accounts are necessarily related to your AppleID account.
You can use the same AppleID account on every USER account on your Mac (if you want to do that)
You COULD use multiple AppleID accounts on any USER account on your system - although I would not recommend doing THAT, unless you would have a really good reason (really gets confusing to keep up with multiple AppleID accounts)
So, in your case - I want to find out what works, and what does not.

If you are logged in to your normal USER account, Launch the App Store.
View your AppleID account under the Store menu. (That's your AppleID account) Can you view that account successfully?
Quit the App Store.
Now, log out of your USER account. Log in to another USER account. Doesn't matter which one, just one that you believe works OK.
NOW, launch the App Store again. What is the AppleID account name listed under the Store menu? Should be the same AppleID account that you just tried to use in your main USER account (Is that correct?) And, can you View that account, too?
Let me know which USER account lets you view your AppleID info, and which USER does not let you.

Sorry.
Yes, I sign on. There are two accounts. One is my main admin account, apparently the MAIN (house) USER. The other is a user I created where I was going to use it as a standard, but never got around to it. When I called Apple we created a test user as well.

No problem signing in.
Then, if I go to system preferences in the HOMEUSER anything that requires iCloud doesn't work. Cannot enter the Apple ID. THe only EXCEPTION: Can go to Apple Support. Apple ID works there. Does not work for iTunes, Facetime, AppStore.

Log on to USER2.
I LOG into that account. Go to anything that required iCloud. All works.
Can Log on to USER2 and still have HOMEUSER (The little house) logged on and can access iCloud.

Cannot use iCloud with HOMEUSER for downloads, purchases, calendar, etc. I get the message "There was an error connecting to the AppleID Server."

****

Just posted that I saw a folder with accounts and it was blank for HOMEUSER and I put in both Libraries. Did nothing.

However, this helps, the longer screencapture is from USER2 where I can access everything. The shorter screencapture is my HOMEUSER and these folders are in Library and caches and all sorts of places like application support .... Created a brand, spankin' new ID.
Worked with USER2 and the USERTEST (that apple and I tried).
Not the normal HomeUser. "There was an error connecting to the Apple ID Server"
Also doesn't work in Safe Mode.

Yes.

The normal USER account. No.
The other USER account. Yes.
The iPad. Yes.

The normal USER account will not accept a new APPLE ID either. Tried that.

I think that trying to create a new AppleID will just confuse the issue. The problem is in your normal user account.

The only suggestion that I have is the same one that you have likely read multiple times - I suggest it is worth trying again (just to humor me :D )
iTunes/Store menu. Click Sign out.
App Store/Store menu. Click Sign out.
System Preferences/iCloud. Click Sign Out.
Drag your user/Library/Caches folder to the trash.
Restart. Drag your user/Library/Caches folder to the trash.
Restart again (Yes, I listed the same Caches folder to the trash, twice. Just something that I do in a case like this. Makes sure that new caches cannot be mixed up with the old ones :D )
Go to iTunes first. Accounts menu. Sign in with your AppleID account (the account that should be the correct one, as far as you know.)
If that connects (signs in without error), then go to System Preferences/iCloud pane, and try to log in THERE.

I haven't trashed the whole folder called "Cache" yet. I will do this.

You mean the WHOLE User/(Name)/Library CACHES folder? There are tons in there for all kinds of apps and such.

The /Library doesn't have as many .... however, in the Users/name/library there are these folders in particular:
com.apple.commerce
com.apple.appstore
come.apple.iTunes
.helpd
iCloudUserNotification
.icloud.fmfd
.safaridavclient
apple.installer
nsservicescache.plist

that seem to have something to do with something re: apple (There are others, of course).

Yes, the WHOLE Caches folder. Your system will create new files (and a new folder if you simply drag that to the trash) as it creates caches again.
I have seen that Caches folder on my system occasionally go over 2.5 GB.

Do you need to trash that folder, ever? probably not, but anything the system needs will be recreated there. Trashing the folder is the tip that I offer to avoid the possibility of some part of your system holding on to invalid (or corrupted) information (which the caches have been known to do), and not releasing it when no longer needed. Trashing the whole folder helps you avoid missing the one file that you might have overlooked. I wouldn't clear out that folder piece by piece, just trash it all.
Don't forget to empty the trash after you restart, to get that space back :D

No, questioning your expertise, but I am going to try Apple Support one more time before I trash the entire CACHE. Since it is there to help make things work as well as what you describe, there are tons of folders in there that have nothing to do with apple apps or icloud. I don't want to do something that screws me up simply to be able to occasionally download a song or look at a free app. I did see there were is iCloud folders in the system/library which I can't do anything with (I get the message that they can't be trashed because they are used by OSX). What I was going to try was to replace those three folders with the ones from the USER that does work.

I hope you can log into your Apple ID at the Apple Support site Manage your Apple ID.
Yes, there is no problem logging onto that site and "Manage your Apple ID" that basically says "you can manage your Apple ID by managing your Apple ID. You can create an Apple ID or change your password. If you have trouble signing in then put in the right password or change it." and "Go to iCloud and put in your Apple ID to make iCloud work." Nope. Not the problem. Spoke with Apple support yesterday for 20 minutes and we thought we may have found the issue (AKAMAI) but it didn't seem to resolve the problem. And I can't get rid of the AKAMAI either - supposedly has something to do with updates etc. Then, I spoke with an Apple Support Senior Advisor and we tried a couple things, but none worked. Left it after a good hour or so... Did agree, emptying Cache is a second-to-last resort. Even reinstall could be issue because we don't know what "it" is. The other solution is to move everything into Shared and go from there.

What if you create a email alias on the site maybe you could use that?
If a new email and new Apple ID won't work, this won't. I'm giving up at this point. Since I can access the AppStore and cloud with other users, and I can share with that folder, I'll just use the user that can log on, and see if it fixes itself when I upgrade to sierra.

Then run EtreCheck and see if you have an old plugin or hackie that is not compatible on that device!
