What's the deal with OS X builds?

I've noticed some of you have the OS build after 10.2.3 or whatever, and it's sort of lost on me. I mean, there aren't different builds within the 10.2.3 version level, right?
 
Well, sure. 10.2.3 (not released, yet) has various builds sent to developers mostly. Won't know what the build number for 10.2.3 is, until public release. (hint, don't install developer releases unless you know how to back out of that install)
 
DeltaMac, what's the procedure for getting a dev build of Mac OS? Can this be done through ADC, and if so, does it cost the developer money to acquire the beta?

I heard someone gripe of some software (which I think was Mac OS-not sure) you have to beta test, which in their opinion, and mine as well, is a little backward :p
 
Sorry, I'm not a dev, and I don't have access to any builds. I'm sure it helps if you have some reason to need OS builds, like being a MAC OS software/hardware dev.
