What have you done to resolve the issue already? Seems like the first thing on the list would be to check the drive health of the external drive (regardless of whether it works with the other machine or not).

Unless I miss my guess, it's an indication of what its available charge capacity is now compared to its presumably 100% capacity health status was when it was purchased (or when the battery was first installed and fully charged, which ever came last. ;) )
