Is it possible to lock and unlock files with the terminal and if so, how?

Is there any way I can use the terminal to give me a list of all the text files that are 'owned' by or opened with Textwrangler when their icon is double clicked? If so, how? I've got a number of such files scattered throughout a large directory and sub-directories.

When opening the terminal, the default shell tcsh starts. Why doesn't the shell create a default .cshrc (or .tcshrc) configuration file? At least I sure can't ANY dot-config files. The same question applies for opening (and then quitting) emacs -- no .emacsrc
