Sounds like the DNS server for the network isn't working very well and thus you add another DNS server and it pops back into working order.

You should verify your DNS and IP with your admin. What errors do you get from software? Try opening terminal and type: ping www.google.com Paste what that says.

It kind of sounds like the app is running when you are dragging it, in which case you'll need to exit the app. The only way to keep the app from being in the dock when its running is to right click on the running app icon in the dock and tell it to hide that app.

Really the best way to uninstall any OS is to format the disk and start over. That is not always practical but it os effective. Backing up /home should get all your data but there could be a few plugins or preference panes that are missed doing that though.
